Work that adds natural materials instream to create habitat features or to improve channel morphology. Includes J-hooks, barbs, vortex weirs, and large woody debris (LWD). Can include work to stabilize or maintain a streambank, such as riprap. If structures are being added primarily to overcome a fish passage barrier, use WE# 184: Install Fish Passage Structure. If replacing or maintaining an existing structure use WE# 186: Operate and Maintain Habitat/Passage.
Deliverables (recommended)
  • The completion of the structure
Rules and Examples (work element scenarios and associated rules)
Rule 1: Do not include the ESA consultation, cultural resource surveys, or O&M costs when budgeting for this work element. This work element is only to cover actual structure implementation.
Example1: Your going to be installing structures in Deep Creek; Deep Creek is populated with Bull Trout, contains previously installed structures that need adjusting and maintenance, and Deep Creek flows adjacent to culturally sensitive areas.

NEPA, ESA, cultural resource surveys, permits, or other environmental compliance work should be split out as a separate work element under WE# 165, Produce Environmental Compliance Documentation.

The maintenance of previously installed structures should be listed under the O&M WE# 186, Operate and Maintain Habitat/Passage/Structure.

Rule 2: Each different or river or stream that is to undergo implementation must be split into separate work elements. Additionally, a separate work element should be used for each different river or stream reach that is to undergo treatment (how reach designations are to be established is a choice; geomorphic features or anthropogenic features or both). If the river or stream reach is over two miles in length, each two-mile section of that reach warrants a separate work element.
Example: Habitat structures are to be installed in three separate creeks; Deep Creek, Jones Creek, and Bear Creek. Each creek warrants its own work element #29 and may require further listings of work element #29 if implementation is to occur in multiple reaches of that creek.

Rule 3: Work elements with different kinds of metrics can not be lumped together.
Example: You are putting a series of j hooks in a given reach to improve habitat. You are also doing a series of riparian plantings along the bank. These activities cannot be combined under a single work element because they have different metrics.

  • Environmental compliance requirements complete
  • On-the-ground work associated with this work element cannot proceed until this milestone is complete. Milestone is complete when final documentation is received from BPA environmental compliance staff (completion can be based on pre-existing environmental documentation from BPA).
  • In water work window identified
  • Site Plan to include maps, structure types and locations.
  • Negotiations with landowners completed
  • Sub-contractor hired for implementation
  • Materials for structure composition obtained (purchase of logs, boulders, cable, etc.)
  • Materials for structures staged at implementation sites
  • Construction begins
  • Check in upon completing half and again all structures to be completed for each reach.
  • Completion of all structure implementation for the specific system

Environmental Compliance

Applicability and status of the following environmental compliance requirements can be found on the Environmental Compliance tab for that work element in your SOW for all 2007 contracts forward. BPA's Environmental staff will update and maintain this information in Pisces in real time, so that you can check the status of environmental compliance on your project at any time.

Note: Many of the fields are set to auto-load in Pisces, but the settings will be reviewed by BPA's Environmental staff prior to the contract being finalized, and may be revised depending on the specific circumstances.

  • National Environmental Policy Act (NEPA)
    NEPA coverage for this work element will be identified by BPA's Environmental Compliance Lead.
  • Endangered Species Act (ESA)
    ESA consultation is typically required for this work element.
  • National Historic Preservation Act (NHPA)
    NHPA Section 106 consultation is typically required for this work element which often includes a cultural/historic resource survey by a qualified archaeologist.
  • Public Involvement
    Public involvement is typically required for this work element. The contractor should work with BPA Environmental staff to document previous or ongoing outreach efforts associated with this work or to develop a public involvement plan.
