Any activity that makes a road or trail unusable including adding berms, pits, boulders or logs, and/or ripping or obliterating the road or trail with heavy equipment that may involve re-contouring the slope. Also use for building a road or trail in a more appropriate location to replace a decommissioned road or trail. If decommissioning by planting vegetation or seeding use WE# 47: Plant Vegetation. If removal of fish barrier (e.g., culvert) is included, also use WE# 84: Remove/Install Diversion, WE# 85: Remove/Breach Dam, or WE# 184: Install Fish Passage Structure. If work also involves channel realignment, use WE# 30: Realign, Connect, and/or Create Channel in addition to this work element.

Rule 1(Environmental Compliance): NEPA, ESA, or other environmental compliance work should be split out as a separate work element under WE# 165, Produce Environmental Compliance Documentation.

Environmental Compliance

Applicability and status of the following environmental compliance requirements can be found on the Environmental Compliance tab for that work element in your SOW for all 2007 contracts forward. BPA's Environmental staff will update and maintain this information in Pisces in real time, so that you can check the status of environmental compliance on your project at any time.

Note: Many of the fields are set to auto-load in Pisces, but the settings will be reviewed by BPA's Environmental staff prior to the contract being finalized, and may be revised depending on the specific circumstances.

  • National Environmental Policy Act (NEPA)
    NEPA coverage for this work element will be identified by BPA's Environmental Compliance Lead.
  • Endangered Species Act (ESA)
    ESA consultation is typically required for this work element.
  • National Historic Preservation Act (NHPA)
    NHPA Section 106 consultation is typically required for this work element which often includes a cultural/historic resource survey by a qualified archaeologist.
  • Public Involvement
    Public involvement is typically required for this work element. The contractor should work with BPA Environmental staff to document previous or ongoing outreach efforts associated with this work or to develop a public involvement plan.

  • Associated Work Elements
    • If decommissioning strictly by seeding or planting trees, also use WE# 47, Plant Vegetation.
      If planting or seeding after decommissioning/relocating, also use WE# 47, Plant Vegetation.
    • If road obliteration includes channel repair use WE# 30, Realign, Connect, and/or Create Channel also.
    • If a culvert that is impassible to fish is removed and then replaced with one that is passable, use WE# 184, Install Fish Passage Structure. Also use this work element if installing a culvert as part of new road being built.
    • If a culvert that is impassible to fish is removed and not replaced use WE# 85, Remove/Modify Dam.
    • When identifying and selecting roads for decommissioning and/or relocating, use WE# 114, Identify and Select Projects. If this occurred in the previous contract, it does not need to be mentioned in the current one.
    • If agreements and MOUs/MOAs are required, you may list these either as milestones under this work element or under the work element they most directly support.
    • The determination of what type of road obliteration/decommissioning/construction (or protocol) is recommended specifically for each road is described under WE# 175, Produce Design and/or Specifications. If design occurred in a previous contract, do not list a work element for it, but note it in the Deliverable Specification section. Example: Design work was completed in last contract by FS engineers.
    • WE #165, Produce Environmental Compliance Documentation - Ensure end dates for compliance milestones are before start dates for work. Compliance documents, including permits, may have been generated during the previous contract period; if this is the case, it should be mentioned in the Work Element Description section of WE# 33, Decommission/Relocate Road. Example: All environmental compliance documents have been submitted and the resulting clearance(s) is on file with Jane Doe, the assigned BPA Environmental Specialist; documents have also been approved and are on file with the Clearwater National Forest.
