Habitat Improvement | 38

Definition
Work designed to eliminate or reduce erosion, sediment, and/or toxic run-off from reaching streams, rivers, or wetlands from roads or trails currently in use. This includes road projects that reduce or eliminate inter-basin transfer of water; and placement of structures to contain/ control run-off from roads, road reconstruction or reinforcement, surface and peak-flow drainage improvements, and roadside vegetation. These roads may extend into or are in the riparian zone.
Deliverables (recommended)
Rules and Examples (work element scenarios and associated rules)
Rule 1: Environmental Compliance: ESA, NEPA, permitting, and
other environmental compliance work must be split out as a separate work element
under WE# 165, Produce Environmental Compliance Documentation.
Example:
WE: Improve Road
WE Title: FS Road #1845 at Danson Creek
WE Description: Grade and gravel 2.3 miles of FS Road 1845 at Danson Creek.
WE: Produce Environmental Compliance Documentation
WE Title: Provide Environmental Compliance documentation to BPA for
road improvement activities
Rule 2: Location of work: You may lump multiple locations under a single
work element. However, you may wish to break the work into separate work elements
if it provides clarity or better supports project management. Note that different
locations do not require multiple Produce Environmental Compliance Documentation
work elements.
Example:
Option 1 (lumping)
WE: Improve Road
WE Title: Improve FS roads in Danson Creek subbasin
WE Description: Grade and gravel up to 11 miles of FS roads in the
Danson Creek subbasin.
Option 2 (splitting)
WE: Improve Road
WE Title: Grade & gravel FS Road #1845 at Danson Creek
WE Description: Grade and gravel 2.3 miles of FS Road 1845 at Danson
Creek to reduce erosion.
Rule 3: Metrics: If you are doing multiple activities/projects at one location, be sure to list them in separate WEs so that we can capture the different metrics.
Example:
WE: Improve Road
WE Title: Improve FS Road #1845 at Danson Creek
WE Description: Grade and gravel 2.3 miles of FS Road 1845 at Danson
Creek.
WE: Decommission/Relocate Road
WE Title: Decommission FS Road #322 at Kane Creek
WE Description: Scarify and rip 4.2 miles of FS Road 322 at Kane
Creek.
WE: Install Fish Passage Structure
WE Title: Replace Danson Creek culvert #3
WE Description: Replace Danson Creek culvert #3 with 1 pipe arch
culvert able to withstand 100-year event.
WE: Plant Vegetation
WE Title: Erosion control at Danson Creek with vegetation
WE Description: Hydro-seed 1 acre of cut bank at Danson Creek RM
11 to control erosion.
Milestones (may include)
- Environmental compliance requirements complete
On-the-ground work associated with this work element cannot proceed until this milestone is complete. Milestone is complete when final documentation is received from BPA environmental compliance staff (completion can be based on pre-existing environmental documentation from BPA).
- Identify roads to be improved
- Ensure permits are in place
- Write MOU
- Get final MOU signed
- Identified methods
- Complete bid package
- Hire field crew
- Select equipment operator(s)
- Perform road improvement work
- Follow-up inspection/sign-off on work

# of miles of road improved or decommissioned in a riparian area |
Riparian is defined as above the ordinary high water mark of the stream and within the flood plain of streams. To determine total miles treated, we will sum the upland and riparian mileage. |

# of miles of road improved or decommissioned in an estuarine area |
The length of road treated in miles in the estuary zone. The estuary zone includes habitat that is part of a semi-enclosed coastal body of water that is subject to the ebb and flow of tides, with one or more rivers or streams flowing into it, and with a free connection to the nearshore marine zone. Estuaries are environments whose pH, salinity, and water levels are subject to the ebb and flow of tides, and the physical and chemical properties of the river that feeds the estuary and the ocean from which it derives its salinity. This habitat zone includes tidal wetland habitat. |

Location Guidance
Identify point where work took place or approximate mid-point of road section improved.
Environmental Compliance
Applicability and status of the following environmental compliance requirements can be found on the Environmental Compliance tab for that work element in your SOW for all 2007 contracts forward. BPA's Environmental staff will update and maintain this information in Pisces in real time, so that you can check the status of environmental compliance on your project at any time. Note: Many of the fields are set to auto-load in Pisces, but the settings will be reviewed by BPA's Environmental staff prior to the contract being finalized, and may be revised depending on the specific circumstances. National Environmental Policy Act (NEPA)
NEPA coverage for this work element will be identified by BPA's Environmental Compliance Lead. Endangered Species Act (ESA)
ESA consultation is typically required for this work element. National Historic Preservation Act (NHPA)
NHPA Section 106 consultation is typically required for this work element which often includes a cultural/historic resource survey by a qualified archaeologist. Public Involvement
Public involvement is typically required for this work element. The contractor should work with BPA Environmental staff to document previous or ongoing outreach efforts associated with this work or to develop a public involvement plan.
Associated Work Elements
- Coordination with landowners and other entities about improving roads on
or near their properties should be a milestone under WE#
38, Improve Road.
- For fence or cattle guard installation, use WE #40,
Install Fence.
- If you are “improving” a road by relocating it, use WE #33,
Decommission/Relocate Road.
- For maintenance of access roads, use WE #188, Provide Access/Public Information;
WE #61, Maintain Hatchery; or WE #187, Put and Take Fisheries, as appropriate.
