Addition of fish carcasses, or direct nutrient introduction methods to improve biological diversity in a stream or river.
Deliverables (recommended)
  • Improved biological diversity
Rules and Examples (work element scenarios and associated rules)
Rule 1: Any ESA, NEPA, permitting, or other environmental compliance work should be split out under WE# 165, Produce Environmental Compliance Documentation.
WE: Enhance Nutrients Instream
WE Title: Deposit salmon carcasses between RM 43 and RM 47 on the Umatilla River.

WE: Produce Environmental Compliance Documentation
WE Title: Obtain local permits and ESA compliance associated with the deposition of salmon carcasses on the Umatilla River.
Rule 2: If you are enhancing instream nutrients at various locations you may lump these under a single work element as long as you are using the same nutrients (e.g., salmon carcasses). You must break the work into separate work elements if you are using different types of nutrients for instream enhancement (e.g., salmon carcasses, organic nutrient sources, inorganic nutrient sources).
Example:

Option 1 (lumping)

WE: Enhance Nutrients Instream
WE Title: Deposit salmon carcasses between RM 43 and RM 47 on the Umatilla River and between RM 11 and RM 15 on Mission Creek

Option 2 (splitting)

WE: Enhance Nutrients Instream
WE Title: Deposit salmon carcasses between RM 43 and RM 47 on the Umatilla River.

WE: Enhance Nutrients Instream
WE Title: Dispense organic nutrient sources at RM 13 on East Birch Creek.

WE: Enhance Nutrients Instream
WE Title: Dispense inorganic nutrient sources at RM 17 on Meacham Creek.
Milestones (may include)
  • Environmental compliance requirements complete
  • On-the-ground work associated with this work element cannot proceed until this milestone is complete. Milestone is complete when final documentation is received from BPA environmental compliance staff (completion can be based on pre-existing environmental documentation from BPA).
  • Develop nutrient/fertilizer enhancement management plan
  • Obtain nutrients/fertilizer (salmon carcasses, organic/inorganic nutrients)
  • Determine location(s) where nutrients/fertilizer should be added to system
  • Determine method(s) to add nutrients/fertilizer to system (by human or automated)
  • Add nutrients to system
