Includes all maintenance and repair activities associated with fish production facilities, including maintenance of buildings, grounds, raceways, acclimation ponds, net pens, water treatment facilities, equipment, vehicles, etc. Also includes construction that does not expand the rearing capacity of the facility (e.g., replacing a raceway). This work element is intended to include activities related to care of physical structures and grounds and not the care of fish. Work to produce fish would be under WE# 176: Produce Hatchery Fish.

  • Fully functional fish hatchery to produce quality fish.
Rules and Examples (work element scenarios and associated rules)
Rule 1: Any ESA, NEPA, permitting, or other environmental compliance work should be split out under WE# 165, Produce Environmental Compliance Documentation.

WE Description: Work with BPA to ensure NEPA coverage for hatchery maintenance activities at Fish Hatchery A.
Rule 2: If the hatchery has multiple locations of associated ancillary facilities such as off-site trapping, collection, holding, rearing, and/or acclimation facilities, you may lump them under a single work element. However you may wish to break the work into separate work elements for each location if it helps provide clarity for project management purposes.

WE Title: Maintain Fish Hatchery A complex
WE Description: Maintain Fish Hatchery A complex, including rearing and acclimation facilities. This year, in addition to regular maintenance, the pump is scheduled to be replaced at the acclimation site.

WE Description: Regular maintenance at Fish Hatchery A.

WE: Maintain Hatchery
WE Title: Maintain off-site acclimation facilities for Fish Hatchery A
WE Description: Maintain off-site acclimation facilities for Fish Hatchery A. The acclimation facility is a 2 hour drive from the hatchery and has its own temporary crew for the months it is in use.
Milestones (may include)
  • Environmental compliance requirements complete
  • On-the-ground work associated with this work element cannot proceed until this milestone is complete. Milestone is complete when final documentation is received from BPA environmental compliance staff (completion can be based on pre-existing environmental documentation from BPA).
  • Develop inventory of equipment and structures
  • Assemble manufacturer or BMP maintenance requirements for all equipment and structures
  • Submit yearly updated maintenance plan to BPA
  • The plan will include major required maintenance as well as desired schedule for the next 5-10 years, for example, pump replacement, whole hatchery painting, asphalt repaving, etc.
  • Identify specific requirements for current year of operation
  • Conduct and document maintenance and repair activities

Location Guidance

Identify hatchery location and location of any satellite facilities also maintained under the contract. However, if work is done in separate subbasins, use a separate work element for each subbasin. If a location already exists in Pisces, click the "Link" button to synchronize locations. If not, enter a location and location description for this work element to enable future linking.

Environmental Compliance

Applicability and status of the following environmental compliance requirements can be found on the Environmental Compliance tab for that work element in your SOW for all 2007 contracts forward. BPA's Environmental staff will update and maintain this information in Pisces in real time, so that you can check the status of environmental compliance on your project at any time.

Note: Many of the fields are set to auto-load in Pisces, but the settings will be reviewed by BPA's Environmental staff prior to the contract being finalized, and may be revised depending on the specific circumstances.

  • National Environmental Policy Act (NEPA)
    NEPA coverage for this work element will be determined by BPA's Environmental staff and could include an Environmental Impact Statement (EIS), Environmental Assessment (EA), Record of Decision to an existing EIS, or Categorical Exclusion.
  • Endangered Species Act (ESA)
    ESA consultation is typically required for this work element.
  • National Historic Preservation Act (NHPA)
    NHPA Section 106 consultation is typically required for this work element which often includes a cultural/historic resource survey by a qualified archaeologist.
  • Public Involvement
    Public involvement is typically required for this work element. The contractor should work with BPA Environmental staff to document previous or ongoing outreach efforts associated with this work or to develop a public involvement plan.

  • Associated Work Elements
    • Use WE# 176, Produce Hatchery Fish to describe fish production activities.
    • Use WE# 171, Build Artificial Production Facility for any work intended to expand the rearing capacity of the hatchery, WE# 174 Produce Plan: Any use of WE# 61 Maintain Hatchery requires an annual maintenance plan for the facility(s). The plan will include major required maintenance as well as desired schedule (for example, pump replacement schedules, whole hatchery painting, asphalt repaving, etc.) for the next 5-10 years (as planned). The maintenance plan will be updated annually and uploaded to Pisces in that year's contract. For contracts that also include WE# 176 Produce Hatchery Fish, where an annual fish production plan(s) is required, the annual production plan(s) and the maintenance plans may be combined into a single Annual Operating Plan (AOP).
    • All put and take fishery work is covered under WE# 187, Put and Take Fisheries.
