Covers work that installs a siphon, flume or other structure to separate canal flow from stream flow where the two have been intermingled as part of past irrigation development, resulting in fish using the natural stream course for passage and rearing. The design of these structures is typically a separate work element and should use WE# 175: Produce Design and/or Specifications.

Rules and Examples (work element scenarios and associated rules)
Rule 1: NEPA, ESA, and other permitting and environmental compliance work should be split out as separate work elements.
Example:

WE: Install Siphon
WE Title: Install siphon where Corn Creek intersects Corn Canal.

WE: Produce Environmental Compliance Documentation
WE Title: Prepare documentation to obtain permits and ESA compliance for the Corn Canal siphon.
Rule 2: If pre-implementation work is significant, or if the project is complex and/or large-scale (e.g., capital construction), work that enables or facilitates actual implementation (e.g., landowner contacts, land access or purchase, feasibility, design, and construction management) will likely be separate work elements. For example, if your project is installing a large-scale fish ladder, you must complete several other related work elements.
Example:

WE: Install Siphon
WE Title: Install siphon where Corn Creek intersects Corn Canal.

WE: Produce Design and/or Specifications
WE Title: Produce design for Corn Creek siphon.
Rule 3: If the siphon(s) being installed is part of a connected effort to deal with multiple factors at a single location, each with different metrics, split out each as a separate work element. For example: Coronary Creek is being restored as part of a basin wide effort to open up tributary habitat. Historically, fish passage on Coronary Creek was impeded in several places by irrigation diversions. At two locations, irrigation canals intersected with the Creek. This project involves installing a siphon where Corn Canal intersects Coronary Creek. However, Corn Canal Water Users' Association has a water right to Coronary Creek. To satisfy that right, the project will also install a diversion on Coronary Creek to divert water into Corn Canal. Associated with this diversion will be fish passage protective facilities, including a fish ladder and fish screens. Use the following work elements:

WE: Install Siphon
WE Title: Install siphon at intersection of Corn Canal and Coronary Creek.

WE: Remove/Install Diversion
WE Title: Install diversion upstream of new siphon to deliver water right to Corn Canal.

WE: Install Fish Passage Structure
WE Title: Install fish ladder on new diversion.

WE: Install Fish Screen
WE Title: Install flat plate screen on canal associated with new diversion.

Milestones (may include)
  • Environmental compliance requirements complete
  • On-the-ground work associated with this work element cannot proceed until this milestone is complete. Milestone is complete when final documentation is received from BPA environmental compliance staff (completion can be based on pre-existing environmental documentation from BPA).

Environmental Compliance

Applicability and status of the following environmental compliance requirements can be found on the Environmental Compliance tab for that work element in your SOW for all 2007 contracts forward. BPA's Environmental staff will update and maintain this information in Pisces in real time, so that you can check the status of environmental compliance on your project at any time.

Note: Many of the fields are set to auto-load in Pisces, but the settings will be reviewed by BPA's Environmental staff prior to the contract being finalized, and may be revised depending on the specific circumstances.
