Rule 1: Any ESA, NEPA, permitting, or other environmental compliance work should be split out under WE# 165, Produce Environmental Compliance Documentation. Also, operations and maintenance (O&M) costs should be split out WE# 22, Maintain Vegetation.

Rule 2: If you are leasing land at various locations, a work element must be created for each location to document metric requirements.

Rule 3: You only need to split associated work elements if lumping would hide the work associated with a certain metric, e.g., if you are leasing land and installing riparian fence, you cannot lump it under lease land because they both have metric reporting requirements. If one of the associated actions does not have metric reporting requirements it is possible to lump them.

Milestones (may include)
  • Environmental compliance requirements complete
  • On-the-ground work associated with this work element cannot proceed until this milestone is complete. Milestone is complete when final documentation is received from BPA environmental compliance staff (completion can be based on pre-existing environmental documentation from BPA).
  • Planning and prioritizing sites to be leased
  • Negotiating with landowners to reach lease agreement
  • Produce Management Plan
  • Appraisal of value if landowner to receive lease payment
  • Surveying or demarcating the boundaries of the leased parcel by fencing or other methods
  • Searching public records for encumbrances on the land to be leased
  • Recording the lease as an encumbrance on the property
  • Monitoring compliance with the lease
  • Enhancing the parcel
  • Operating and maintaining the parcel
  • Attach a completed water survey form in Pisces
  • The water survey form is located at: http://www.efw.bpa.gov/IntegratedFWP/WaterSurveyForm.doc. The form should be completed by the contract manager or BPA project manager and attached in Pisces.

Environmental Compliance

Applicability and status of the following environmental compliance requirements can be found on the Environmental Compliance tab for that work element in your SOW for all 2007 contracts forward. BPA's Environmental staff will update and maintain this information in Pisces in real time, so that you can check the status of environmental compliance on your project at any time.

Note: Many of the fields are set to auto-load in Pisces, but the settings will be reviewed by BPA's Environmental staff prior to the contract being finalized, and may be revised depending on the specific circumstances.
