Covers the administrative and technical work by the contractor to fulfill BPA's programmatic and contractual requirements such as financial reporting (accruals), and development of an SOW package (includes SOW, budget, property inventory).

Rule 1: Any significant ESA, NEPA, permitting, or other environmental compliance work should be split out under WE# 165, Produce Environmental Compliance Documentation.
Example:

WE: Manage and Administer Projects
WE Title: Estuary Habitat Restoration Program
WE Description: Covers project management and administrative work related to the contract excluding environmental compliance.

WE: Produce Environmental Compliance Documentation
WE Title: Estuary Habitat Restoration Program
WE Description: Submit NEPA checklist to BPA.
Rule 2: If the contract covers a wide geographic range or multiple locations, you may still lump all of the project management and administrative work under a single work element. However, you may wish to break the work into separate work elements if it provides clarity or better supports project management.
Example:

Option 1 (lumping)

WE: Manage and Administer Projects -
WE Title: Estuary Habitat Restoration Program
WE Description: Covers all project management and administrative work related to the contract.

Option 2 (splitting)

WE: Manage and Administer Projects
WE Title: Johnson Property
WE Description: Covers project management and administrative work related to habitat restoration on the Johnson Property.

WE: Manage and Administer Projects
WE Title: Nelson Property
WE Description: Covers project management and administrative work related to habitat restoration on the Nelson Property.

WE: Manage and Administer Projects
WE Title: Cleveland Property
WE Description: Covers project management and administrative work related to habitat restoration on the Cleveland property.
Milestones (may include)
  • Funding Package - Conduct internal review (e.g., Supervisor or Interagency)
  • If necessary, submit next year's SOW and Budget for internal contractor review before submitting to BPA. Assuming this review takes 30 days, start this milestone 120 days before the end of the current contract.
  • Funding Package - Submit draft to COTR Deliverable
  • Submit next year's SOW, Budget, and Property Inventory to the BPA COTR. The SOW should include location information (latitude and longitude) for those work elements that require it. If contractor or contractor's organization takes longer than 30 days to sign the contract, the contractor will need to send this funding package to BPA more than 90 days before the end of the current contract.
  • Accrual - Submit September estimate to BPA
  • Provide BPA with an estimate of contract work that will occur prior to September 30 but will not be billed until October 1 or later. Generally, this should be done by September 10.
  • Provide a copy of subcontracts to BPA (due 30 days from date of subcontractor signature).
  • Submit invoices to BPA consistent with BPA's contract management manual.
  • Contact BPA Environmental Compliance staff (KEC) to discuss next year's SOW.
  • Per COTR, revise/finalize the new contract package, (SOW, EC docs, budget and property inventory)
  • (Milestone end date: 75 days prior to end of the performance period).

Environmental Compliance

Applicability and status of the following environmental compliance requirements can be found on the Environmental Compliance tab for that work element in your SOW for all 2007 contracts forward. BPA's Environmental staff will update and maintain this information in Pisces in real time, so that you can check the status of environmental compliance on your project at any time.

Note: Many of the fields are set to auto-load in Pisces, but the settings will be reviewed by BPA's Environmental staff prior to the contract being finalized, and may be revised depending on the specific circumstances.

    NEPA coverage for this work element will be identified by BPA's Environmental Compliance Lead.
