This work element includes the majority of the steps that are required before fee title or a conservation easement can be acquired for a tract of land. The steps are: perform appraisal, perform title searches, perform land boundary surveys, provide legal descriptions, perform hazardous waste assessment, and identify minimum habitat units. For easements, this work element would also include the definition of the easement terms and conditions.

Rules and Examples (work element scenarios and associated rules)
Rule 1: Pre-Acquisition activities (for real property/easements going into title of an entity other than BPA) should be split out as a separate work element based on timing/schedule for closing and/or significance or complexity of acquisition.
Example 1:

WE: Conduct Pre-Acquisition Activities
WE Title: Conduct pre-acquisition activities for Jones and Miller properties
WE Description: The proposed closing for the acquisition of the two properties will occur at one time.

Example 2:

WE: Conduct Pre-Acquisition Activities
WE Title: Conduct pre-acquisition activities for Miller property
WE Description: Proposed closing set for March.

WE: Conduct Pre-Acquisition Activities
WE Title: Conduct pre-acquisition activities for Jones property
WE Description: Proposed closing set for July.
Note: Acquisitions/easements that will be held in BPA's name will require similar milestones but will involve additional Internal BPA work elements not referenced in this background page. Contract your BPA Project Manager with any questions.
Milestones (may include)
  • Acquire appraisal
  • Acquire BPA review and approval of appraisal
  • Perform and obtain title searches and reports
  • Review and clearance of title report encumbrances by BPA
  • Perform boundary surveys as needed
  • Provide legal descriptions
  • Provide minimum habitat units
  • Provide definition of easement terms and conditions (for easements)
  • Attach a completed water survey form in Pisces
  • The water survey form is located at: http://www.efw.bpa.gov/IntegratedFWP/watersurveyform.doc. The form should be completed by the contract manager or BPA project manager and attached in Pisces.
