Covers a wide range of planning activities including but not limited to operation plans, management plans, maintenance plans, implementation plans, restoration plans, research, monitoring, and evaluation (RM and E) plans, Hatchery Genetic Management Plans (HGMPs), hatchery master plans, hatchery fish production plans, feasibility studies, and surveys. Covers both strategic plans that will influence multiple projects and site-specific plans. Use WE# 168: Council 3-step Process: Step 1, or WE# 169: Council 3-step Process: Step 2, to cover labor and materials for the submission of documents required by the NPCC's 3-step process. Where WE 174 Produce Plan is used in a contract SOW for production of a Hatchery Master Plan, the contractor should review the NPCC's requirements under their 2001 Step Document, Section V., Elements A&B (http://www.nwcouncil.org/LIBRARY/2001/2001-29.pdf) to be sure this content is covered in the plan.

Rules and Examples (work element scenarios and associated rules)
Rule 1: Any ESA, NEPA, permitting or other environmental compliance work should be split out as a separate Work Element from the Environmental Compliance Work Category.
What You Shouldn't Do (lumping)
A. Produce Johnson Property Restoration Plan
- Develop the basic approach to the restoration of Johnson property and obtain local permits and ESA compliance.

What You Should Do (splitting)
A. Produce Plan - Johnson Property Restoration Plan
- Develop the basic approach to the restoration of Johnson property.

B. Produce Environmental Compliance Documentation - Johnson Property Permits and ESA Compliance - Obtain local permits and ESA compliance associated with the restoration of the Johnson Property.
Rule 2: If the plan covers a wide geographic range or multiple locations, you may still lump it under a single work element. However, you may wish to break the work into separate work elements if it provides clarity or better supports project management.
Option 1(lumping)
Produce Plan - Walla Walla Natural Production Research, Monitoring, and Evaluation Plan
- Develop a coordinated RME plan between the WDFW, ODFW, and CTUIR

Option 2(splitting) Produce Plan - Natural Production Research, Monitoring, and Evaluation Plan for the Oregon Side of the Walla Walla Subbasin - Develop a coordinated RME plan between the ODFW, and CTUIR

Produce Plan - Natural Production Research, Monitoring, and Evaluation Plan for the Washington Side of the Walla Walla Subbasin - Develop a coordinated RME plan between the WDFW, and CTUIR.
Rule 3: If the planning effort is minor, it may be lumped in with an implementation work element. If the planning effort is significant, it should be split out separately from the implementation work element.
Option 1(lumping)
Remove Vegetation - Johnson Creek Vegetation Removal
- Hold a brief meeting with landowner to discuss canary grass removal and then remove the canary grass.

Option 2(splitting)
Produce Plan - Gray's River Watershed Invasive Species Removal Plan
- Hold a series of meetings with regional stakeholders to develop comprehensive invasive species removal plan.

Remove Vegetation - Johnson Property Vegetation Removal - Remove canary grass from the Johnson property.
Milestones (may include)
  • Hold an initial meeting for kick off/scoping
  • Prepare draft plan
  • Hold a meeting for final review
  • Incorporate final plan into the annual report

Environmental Compliance

Applicability and status of the following environmental compliance requirements can be found on the Environmental Compliance tab for that work element in your SOW for all 2007 contracts forward. BPA's Environmental staff will update and maintain this information in Pisces in real time, so that you can check the status of environmental compliance on your project at any time.

Note: Many of the fields are set to auto-load in Pisces, but the settings will be reviewed by BPA's Environmental staff prior to the contract being finalized, and may be revised depending on the specific circumstances.
