Covers all work associated with the preparation of engineering or technical drawings, specifications and/or budgets required for the construction/installation of any structure or facility. May include ancillary work such as land surveying, photogrammetric surveys, field surveys, etc. For construction work not requiring a formal design (e.g., installation of a barbed-wire fence), this work may be included as a milestone under the corresponding work element.

Rule 1: Any significant ESA, NEPA, permitting, or other environmental compliance work should be split out under WE# 165, Produce Environmental Compliance Documentation.

Rule 2: If you are producing designs for projects in more than one location, you may still lump them under a single work element. However, you may wish to break the work into separate work elements if it provides clarity or better supports project management.

Applicability and status of the following environmental compliance requirements can be found on the Environmental Compliance tab for that work element in your SOW for all 2007 contracts forward. BPA's Environmental staff will update and maintain this information in Pisces in real time, so that you can check the status of environmental compliance on your project at any time.

Note: Many of the fields are set to auto-load in Pisces, but the settings will be reviewed by BPA's Environmental staff prior to the contract being finalized, and may be revised depending on the specific circumstances.

NEPA coverage for this work element will be identified by BPA's Environmental Compliance Lead.

Endangered Species Act (ESA)

ESA consultation is typically not required for this work element.

National Historic Preservation Act (NHPA)

NHPA Section 106 consultation is typically not required for this work element.

Public Involvement

Public involvement is typically not required for this work element.

• If the design is in the very early stages of development and does not yet contain any significant technical detail or engineering specifications, consider using WE# 174, Produce Plan.
• If the project is part of the Council's 3-Step Process, you may also need to include WE# 168, Council 3-Step Process: Step 1; WE# 169, Council 3-Step Process: Step 2; or WE# 170, Council 3-Step Process: Step 3.
