Produce Hatchery Fish
Hatchery O&M | 176
|
Definition
This work element includes the fish culture activities associated with a "typical" hatchery O&M contract: obtaining broodstock, spawning broodstock, incubating fertilized eggs, rearing juveniles, acclimating the juveniles offsite prior to release, and releasing the juveniles into a stream or lake, either onsite or from a separate acclimation facility. Includes maintaining fish health and transportation of fish or eggs between various locations. Most hatchery O&M contractors can use this work element, "Produce Hatchery Fish," along with WE# 61: Maintain Hatchery, in their SOWs. However, there are hatchery contracts that involve only one or two of these fish culture activities, e.g., acclimation contracts. In this case, select the work element (or possibly several) that best describes the specific fish culture work associated with the contract.
Deliverables (recommended)
- Number, species, size class of fish released. Location of release.
Rules and Examples (work element scenarios and associated rules)
Rule 1: Any ESA, NEPA, permitting, or other environmental compliance work should be split out under WE# 165, Produce Environmental Compliance Documentation. Also, operations and maintenance (O&M) costs should be split out under WE# 61, Maintain Hatchery.
Example:
WE: Produce Hatchery Fish
WE Title: Produce Spring Chinook Salmon at Happy Fish Hatchery
WE Description: Operate Happy Fish Hatchery to produce 250,000 spring Chinook smolts for release to Fast River.
WE: Produce Environmental Compliance Documentation
WE Title: Obtain environmental compliance for spring Chinook salmon hatchery operation
WE Description: Obtain local permits and ESA compliance associated with the operation of the Happy Fish spring Chinook hatchery.
Rule 2: If the hatchery program for a single species includes multiple locations, (e.g., broodstock collection, hatchery, and acclimation sites) you may lump
the multiple locations under a single work element. You may also split the work into separate work elements for each location if it helps provide clarity for project management purposes. However, if the
rearing and the release of the fish occur in separate subbasins, they should
be split out as separate work elements.
Example:
Option 1 (lumping)
WE: Produce Hatchery Fish
WE Title: Produce hatchery sockeye salmon
WE Description: Operate Burley Creek Hatchery to produce 100,000 sockeye salmon smolts. Broodstock will be collected at trap on river mile 3. Fish will be acclimated and released in Burley Creek at RM 11 and at hatchery on RM 7, and in Cold Creek (a tributary to Burley Creek) at RM 3.
Option 2 (splitting)
WE: Produce Hatchery Fish
WE Title: Produce hatchery sockeye salmon at Burley Creek (Walla Walla subbasin)
WE Description: Operate Burley Creek sockeye salmon hatchery facility to produce 200,000 smolts.
WE: Produce Hatchery Fish
WE Title: Produce hatchery sockeye salmon at Manchester Creek (Umatilla subbasin)
WE Description: Operate Manchester sockeye salmon hatchery facility to produce 150,000 smolts.
WE: Produce Hatchery Fish
WE Title: Release hatchery sockeye salmon at Manchester (Umatilla subbasin)
WE Description: Transport, acclimate, and release Manchester sockeye salmon at RM 5.
Rule 3: If multiple species are produced under a hatchery O&M contract, you must use separate work elements for each species and brood year, since the metrics need to be reported separately.
Example:
WE: Produce Hatchery Fish
WE Title: Produce BY2007 spring Chinook juvenile salmon at Nez Perce Tribal Hatchery
WE: Produce Hatchery Fish
WE Title: Produce BY2008 spring Chinook juvenile salmon at Nez Perce Tribal Hatchery
WE: Produce Hatchery Fish
WE Title: Produce BY2008 fall Chinook juvenile salmon at Nez Perce Tribal Hatchery

- Trap and transport broodstock to hatchery
- Spawn fish
- Incubate eggs
- Rear juveniles
- Acclimate juveniles
- Maintain fish health
- Transport fish to acclimation site(s)

Brood Year |
Current language: Brood year is defined as the calendar year in which the eggs were spawned. This metric is only applicable for eggs, juveniles or fish collected for brood. If releasing adults for non-anadromous fishery or collecting kelts, the metric should be unchecked. Select a Brood Year from the drop-down list regardless of when eggs or juveniles were released. |

Location Guidance
You may enter more than one point for this work element to describe multiple facilities (collection, rearing, and release sites) used to produce a specific population, ESU, or species as part of the same hatchery program. However, if work is done in separate subbasins, use a separate work element for each subbasin. If a location already exists in Pisces, click the "Link" button to synchronize locations. If not, enter a location and location description for this work element to enable future linking.
Environmental Compliance
Applicability and status of the following environmental compliance requirements can be found on the Environmental Compliance tab for that work element in your SOW for all 2007 contracts forward. BPA's Environmental staff will update and maintain this information in Pisces in real time, so that you can check the status of environmental compliance on your project at any time. Note: Many of the fields are set to auto-load in Pisces, but the settings will be reviewed by BPA's Environmental staff prior to the contract being finalized, and may be revised depending on the specific circumstances. National Environmental Policy Act (NEPA)
NEPA coverage for this work element will be determined by BPA's Environmental staff and could include an Environmental Impact Statement (EIS), Environmental Assessment (EA), Record of Decision to an existing EIS, or Categorical Exclusion. Endangered Species Act (ESA)
ESA consultation is typically required for this work element. National Historic Preservation Act (NHPA)
NHPA Section 106 consultation is typically not required for this work element. Public Involvement
Public involvement is typically required for this work element. The contractor should work with BPA Environmental staff to document previous or ongoing outreach efforts associated with this work or to develop a public involvement plan.
Associated Work Elements
- If a hatchery O&M contract involves only one or two fish culture activities such as trapping/collecting/holding fish or acclimation of juvenile fish, one or more of these specific work elements may be used, as appropriate: WE# 66, Trap/Collect/Hold/Transport Fish - Hatchery; WE# 64, Spawn Fish; WE# 59, Incubate Eggs; WE# 63, Rear Fish; WE# 56, Acclimate Juvenile Fish; WE# 60, Maintain Fish Health.
- Hatchery maintenance is covered under WE# 61, Maintain Hatchery.
- Any use of WE# 176 Produce Hatchery Fish requires an annual production plan for those fish. Use WE# 174 Produce Plan to cover work to develop this plan. The plan will cover all species produced at the hatchery. For each species, where applicable, the plan will include a forecast for the next adult return and the number to be retained for broodstock, disposition of excess fish, assumptions about survival between life stages, number of individuals to be released at each life stage, transportation, and acclimation plans, etc. The plan will be provided electronically to co-managers and attached in Pisces to the contract under which the fish are reared. For contracts that also include WE# 61 Maintain Hatchery, where an annual maintenance plan is required, the annual production plan(s) and the maintenance plan may be combined into a single "Annual Operating Plan" (AOP).
- All put and take fishery work is covered under WE# 187, Put and Take Fisheries.
