Definition
This is a BPA Internal-use only Work Element. BPA uses this work element to capture the cost of PIT tags purchased by BPA on behalf of the contractor(s). While this work element is not included in the contractor's statement of work, it is a project expense. Use WE# 158: Mark/Tag Animals, for contractor expenses associated with ordering and/or implanting the tags in fish or wildlife.
Deliverables (recommended)
- PIT tags delivered directly to the contractor/sponsor by Pacific States Marine Fisheries Commission (PSMFC), BPA's contractor for distribution and management of the tags.
Rules and Examples (work element scenarios and associated rules)
Rule 1: The purchase of PIT tags is always identified separately from the work associated with implanting the tags in fish or wildlife (see WE# 158: Mark/Tag Animals) or work associated with acquiring, evaluating, or analyzing data obtained from PIT tag readers (see WE# 70: Install Fish Trap/Monitoring Weir, WE# 157: Collect/Generate/Validate Field and Lab Data, WE# 159: Submit/Acquire Data, WE# 160: Manage/Maintain Databases, WE# 162: Analyze/Interpret Data).
Example 1:
WE: PIT Tags
WE Title: Purchase PIT tags to mark Spring Chinook in Clear Creek
WE: Install Fish Trap/Monitoring Weir
WE Title: Place screw trap in Clear Creek
WE: Mark/Tag Animals
WE Title: Mark 500 to 1000 Spring Chinook from Clear Creek
WE: Submit/Acquire Data
WE Title: Submit PIT tag data to PITAGIS data managers
WE: Produce Environmental Compliance Documentation
WE Title: Prepare and submit relevant documents to BPA in order to receive compliance documentation permitting the collecting, anesthetizing, and marking of Spring Chinook from Clear Creek.
Rule 2: If PIT tags are being purchased for multiple species or for multiple locations, it is permitted to use a single PIT Tags work element to capture the cost. However, it is not permitted to lump the related work elements (e.g., WE# 158: Mark/Tag Animals, etc.).
Milestones (may include)
- PIT tag pre-approval
The BPA project manager must pre-approve the shipment of PIT tags. The BPA project manager should contact Jamie Swan, BPA's PIT tag coordinator to initiate the pre-approval process. BPA's PIT tag coordinator will use the project budget tool in Pisces to ensure that adequate money has been allocated for the PIT tag purchase.
- Shipment of PIT tags to contractor(s) Deliverable
Confirmation by BPA project manager that the correct tags were received by the contractor. Each year the contractor is required to submit a PIT tag forecast to PSMFC. Prior to shipment, the contractor must submit a PIT Tag Distribution Request Form (PDRF).
- Submit tag request to PSMFC indicating when the tags will be needed (one or multiple shipments)
For guidance on the pre-approval process: http://www.efw.bpa.gov/contractors/pits.aspx
- Submit a PIT tag Distribution Request Form (PDRF) for each shipment as needed (one or more times)
- Submit PIT tag forecast to PSMFC
Milestone specifications: submit forecast form to PSMFC on the number of tags needed for FY2006 (upload forecast on website when available) or send (mail or email). Milestone start date: 8/11/2005. Milestone end date: 8/15/2005.
- Submit PIT Tag Distribution Request Form (PDRF) for tag shipment
Milestone specifications: Inventory last year-s tags and determine how many additional tags are required. Submit PDRF to PSMFC for tag shipment at least 30 days before must be shipped.
- Upload PIT tag release data
Milestone specifications: data will be uploaded to PTAGIS frequently enough during tagging/release operations that the PIT tag data will be in the database before the tagged fish are likely to be detected [specify appropriate intervals, perhaps by season if variable].
