Definition
This work element applies to manuscripts being submitted for publication. Preliminary analyses towards the publication of a journal article can be covered by WE# 132: Produce (Annual) Progress Report.
Deliverables (recommended)
- Manuscript - Manuscript submitted for peer review to a scientific journal. If the manuscript is never accepted for publication, after final rejection (writer has decided to no longer seek journal publication), the manuscript is required to be submitted to BPA as a Technical Report. Use this deliverable as long as the writer is still in the process of seeking journal publication.
- Journal Article - printed, peer-reviewed, article in a scientific journal. Use this only if an article has been accepted for publication. Deliverable date is the date the journal article is expected to be available to the public.
BPA encourages submission of significant scientific findings to peer-reviewed journals. However, it is recognized that not all scientists have the time or inclination to seek publication in peer-reviewed journals.
- Technical Report - may or may not have had technical review. Technical review may be internal and/or external. May be a rejected manuscript. Note: the BPA website has a process for soliciting "peer review" not associated with any journal.
- Programmatic Review - Sometimes completed by an independent contractor. Generally provides a high-level review of goals, objectives and accomplishments of a large program over a long number of years. Intent is generally to provide scientifically-based management recommendations to aid in adaptive management. (e.g., Programmatic assessment of spring Chinook salmon hatchery production in the Hood River from 1988 to 1997).
Rules and Examples (work element scenarios and associated rules)
Rule 1: A technical report may be part (chapter/section) of a larger report, including an annual report. However, if the findings are based on a fairly large experiment, preparation of a technical report as a separate document is encouraged to provide ease of location for the public wishing to read the final results. Additionally, the stand-alone nature of the final findings of an experiment may be better served as a separate document, rather than buried as part of an Annual Report. BPA's preference is generally for a separate document for more significant efforts.
Example: A 3-year experiment comparing the physiological response to loading into transport trucks of fish reared in low density versus high density raceways is part of an overall larger experiment to determine differences between different densities at several stages of the life history. Although the umbrella experiment is not finished until the adult returns are complete, the juvenile physiology experiment has been completed. All 3 years of juvenile physiology data should be analyzed as a separate, distinct, stand-alone "reports" describing the full 3 years of methods, data collection, analyses, and conclusions.

Manuscript has been accepted for publication with or without revisions. Includes review of gallery proofs, etc., until actual publication.
- Technical Report/Programmatic Review
Time-consuming milestones should be noted. We did not describe these for every review/revision cycle. But, note more elaborate examples under Solicit external review/revise report.

- Solicit internal technical review/revise report
Submission of the report for contractor internal technical review.
- Solicit external review/revise report
This may include submission to interagency cooperators, a request for technical review by posting on the BPA website, sending to the COTR for review or other such request for technical review before submission to BPA as a finalized product. It may also include policy review and obtaining internal or cooperator signatures internally required by the contractor for submission to BPA. Each separate review stage that takes a significant amount of time (a month or more) should be a milestone.

Milestones for technical reports should acknowledge that, similar to the peer-reviewed publication process, review and revisions may be a time-consuming process. Significant process steps should be milestones.
