Remove, Exclude, and/or Relocate Animals
Habitat Improvement | 190
|
Definition
Removal or relocation of non-native or undesirable fish and wildlife species and/or any actions employed to exclude non-native or undesirable fish and wildlife species from a particular area. Removal, which may include physical relocation or lethal removal, does not apply to marine mammals.
Examples of removal include the removal of bullfrog egg masses and adults or removal of Northern Pikeminnows.
Examples of exclusion activities include the installation of a fish passage barrier to exclude non-native fish from high mountain lakes. For marine mammals, exclusion refers to hazing. Fencing activities designed to exclude livestock should use WE# 40 Install Fence. An example of a relocation activity would include the relocation of beavers.
Deliverables (recommended)
- Animal relocation/removal
- Animal exclusion
Rules and Examples (work element scenarios and associated rules)
Rule 1: Any ESA, NEPA, permitting, or other environmental compliance work should be split out as a separate work element from the Environmental Compliance work category. See WE# 165, Produce Environmental Compliance Documentation for additional details.
Example:
WE: Produce Environmental Compliance Documentation
WE Title: NEPA and ESA compliance for brook trout removal - Sampson Creek
WE Description: Obtain local permits and ESA compliance associated with removing brook trout from Sampson Creek.
WE: Remove and/or Exclude Animals
WE Title: Remove brook trout - Sampson Creek
WE Description: Remove brook trout from Sampson Creek, which are having negative impacts on the resident bull trout population.
Rule 2: If you are removing animals at various locations, a work element must be created for each location. This does not require multiple work elements for WE# 165, Produce Environmental Compliance Documentation.
Example:
WE: Remove and/or Exclude Animals
WE Title: Remove brook trout - Sampson Creek
WE Description: Remove brook trout from Sampson Creek, which are having negative impacts on the resident bull trout population.
WE: Remove and/or Exclude Animals
WE Title: Remove brook trout - Tyler Creek
WE Description: Remove brook trout from Tyler Creek, which are having negative impacts on the resident bull trout population.
WE: Produce Environmental Compliance Documentation
WE Title: NEPA and ESA compliance for brook trout removal - Sampson Creek and Tyler Creek
WE Description: Obtain local permits and ESA compliance associated with removing brook trout from Sampson Creek and Tyler Creek.
Rule 3: If you are removing multiple species, a work element must be created for each species. This does not require multiple work elements for WE# 165, Produce Environmental Compliance Documentation.
Example:
WE: Remove and/or Exclude Animals
WE Title: Remove brook trout - Tyler Creek
WE Description: Remove brook trout from Tyler Creek, which are having negative impacts on the resident bull trout population.
WE: Remove and/or Exclude Animals
WE Title: Remove non-native rainbow - Tyler Creek
WE Description: Remove non-native rainbow trout in areas where native redband trout are present.
WE: Produce Environmental Compliance Documentation
WE Title: NEPA and ESA compliance for removing brook trout and non-native rainbow trout from Tyler Creek
WE Description: Obtain local permits and ESA compliance associated with removing brook trout and non-native rainbow trout from Tyler Creek.
Milestones (may include)
- Environmental compliance requirements complete
On-the-ground work associated with this work element cannot proceed until this milestone is complete. Milestone is complete when final documentation is received from BPA environmental compliance staff (completion can be based on pre-existing environmental documentation from BPA).
- Develop animal management plan
- Develop implementation plan
- Implement removal/relocation program
- Operate fishery registration stations for reward programs
- Distribute rewards
- Record tag information from removed/relocated predators
- Install exclusion device
- Operate exclusion device
- Record tag information from removed/relocated animals
- Adjust removal/relocation program implementation based on mid-season program assessment
Metrics
No metrics needed for this work element.
Location Guidance
Identify point at each discrete location where animals were removed and/or relocated from. Alternatively, identify point at approximate midpoint of continuous stream reach or waterbody where animals were removed and/or relocated from. You may enter more than one point for this work element.
Environmental Compliance
Applicability and status of the following environmental compliance requirements can be found on the Environmental Compliance tab for that work element in your SOW for all 2007 contracts forward. BPA's Environmental staff will update and maintain this information in Pisces in real time, so that you can check the status of environmental compliance on your project at any time. Note: Many of the fields are set to auto-load in Pisces, but the settings will be reviewed by BPA's Environmental staff prior to the contract being finalized, and may be revised depending on the specific circumstances. National Environmental Policy Act (NEPA)
NEPA coverage for this work element will be identified by BPA's Environmental Compliance Lead. Endangered Species Act (ESA)
ESA consultation is typically required for this work element. National Historic Preservation Act (NHPA)
NHPA Section 106 consultation is typically not required for this work element. Public Involvement
Public involvement is typically required for this work element. The contractor should work with BPA Environmental staff to document previous or ongoing outreach efforts associated with this work or to develop a public involvement plan.
Associated Work Elements
- Coordination with landowners and other entities may be covered as a detail (either a milestone or part of the deliverable specification) under WE# 190, Remove and/or Exclude Animals.
- The development of an animal management plan and its associated implementation plan can be milestones under this work element if removal/relocation is being done on a small scale (a single animal or a small group of animals). For larger efforts, the development of the management and implementation plans should be covered under a separate work element. In this latter scenario, use WE# 174, Produce Plan to cover the development of the animal management plan.
- If you are transporting fish for the purpose of assisting upstream and/or downstream migration, use WE# 28, Trap and Haul.
- If you are transporting fish as a part of a hatchery program, use WE# 66, Trap/Collect/Hold/Transport Fish - Hatchery.
- If you are installing a fish trap to aid in pre-season tagging or removal of animals, use WE# 70, Install Fish Monitoring Facility/Equipment.
- If you are planning to tag or mark animals, either pre-season or during the relocation process, use WE# 158, Mark/Tag Animals.
Any of the following RM&E and data management work elements may apply to an animal removal/relocation project:
- WE# 156, Develop RM&E Methods and Designs
- WE# 157, Collect/Generate/Validate Field and Lab Data
- WE# 159, Submit/Acquire Data
- WE# 160, Create/Manage/Maintain Database
- WE# 161, Disseminate Raw & Summary Data and Results
- WE# 162, Analyze/Interpret Data
