Federal Columbia River Power System (FCRPS) Cultural Resource Program



The FCRPS Cultural Resource Program (Program) addresses cultural resource compliance for 14 of the FCRPS hydropower projects (Projects) in the Columbia River basin. This interagency program includes three lead federal agencies. The U.S. Army Corps of Engineers (Corps) and BPA are the lead federal agencies for 12 of the 14 Projects. BPA and the Bureau of Reclamation (Reclamation) are the lead federal agencies for 2 of the 14 projects. Compliance activities funded by the Program include cultural resource identification, evaluation, and mitigation for historic properties affected by the operation of the federal hydropower system.

FCRPS Final Systemwide Programmatic Agreement
The lead federal agencies released the final FCRPS Systemwide Programmatic Agreement (Final PA) for signature by consulting parties in April 2009. The Final PA covers the management of historic properties affected by the multi-purpose operations of fourteen hydropower Projects within the FCRPS. It provides systemwide principles and commitments for the lead federal agencies' compliance with Section 106 of the National Historic Preservation Act (NHPA). A letter was sent to the Advisory Council of Historic Preservation (ACHP) and other consulting parties to the PA, requesting their signature on the Final PA. The previous draft of the PA was released for comment on January 31, 2008. A comment/response spreadsheet on the 1-31-2008 draft PA explains how comments were addressed.
